A good idea ... sadly from the ousted N.B. Liberals

New Brunswick isn't usually considered a leader in higher education policy.  In fact, for much of the past decade, it seems like they've been glomming on to every really bad higher education idea available to them.  The graduate tax credit especially stands out in this respect, but the introduction of a universal payment of $2,000 to all freshmen would also stand tall in this landscape.

(Brief digression here: this latter policy was, in all fairness, abandoned a couple of years ago because the New Brunswick Students Association (NBSA) said they preferred a targeted program of student debt caps to a universal payment to all freshmen regardless of need.  This is one of those very rare situations where students have bargained away a universal benefit for a much more sensible but much more targeted one. NBSA deserve more attention and commendation than they have to date received for fighting a battle that was morally right but which left many of their own members poorer.  If only more people in higher education could do the same.)

Anyway, given the amount of bad policy that's come from New Brunswick over the decade, it was surprising to hear about a promising idea thrown out amidst the hurly-burly of an election: guaranteed four-year tuition rates. 

The idea was that institutions should give a single price for an entire degree so as to allow students and their families to properly plan their finances without having to react to annual shifts in costs.  There are some non-trivial barriers to implementation of a policy like this: What happens if a student takes more than four years to graduate; what happens if they go part-time for a term or two, etc.  

But, in principle, the idea that students and families should have more certainty in pricing is a good one.

Unfortunately, the idea came from the ousted Liberals.

Could the newly-elected Tories get past party politics and take a serious look at this idea?

A good idea in principal, but the first year it comes into effect would include a rude awakening for the incoming class.

Instead of the usual 3-5% raise in tuition, they would see a 10-15% raise in rates, and perhaps higher to cover the institutions' butts in case rates rise faster than expected.

Students might find that they would rather have a degree of uncertainty than rates that are higher than expected.

Not necessarily; tuition could still increase from year-to-year. The university would only be on the hook for coming up with a total degree amount at the outset, essentially a cap on tuition increases for the duration of the student's enrolment in the particular degree program. Suppose, for the sake of argument, tuition was expected to rise 10% per year. The total amount owing would be tuition + (tuition*1.1)+(tuition*1.1*1.1) etc. I would not have to be paid, however, in four equal installments, especially since the university's costs that necessitate tuition increases in the first place wouldn't all increase at once either.

It might be fairer for the university to publicize the price-per-credit for each level of course. Anyhow, since the majority of students implicated in this scheme would be new students, it's unlikely they would "feel" the increase, since most would not have paid fees under the old regime to begin with.
